It will never happen and maybe it should not happen.
Consider if you will an agreement between Haiti and the US and each of the fifty states that the US etc finance the building of prisons in Haiti. The work would be done by Haiti labor. In return Haiti would accept, confine, and feed prisoners of the US etc. In as much as our "Prisons" are considered places of rehabilition only those prisoners that could be rehabilated would remain in the US. All others would be sent to Haiti to be confined by them in prisons built under the above agreement. The cost of feeding, providing guards etc. would be paid by the US.
This will provide work for Haitians and remove a criminal element from our land. These prisoners would be returned to the US on compleation of their sentence.
When I watch the news each morning I see there is more people being killed in St. Louis than in Irac. Today a group invaded an Applebes while no one was killed that will be the next step.
Many will disagree with me and I am not sure this would pass the constitution but something has to be done.

I go back 78 years. I have seen the great depression, creation of social security, medicare and medicaid, several wars, creation of the Interstate Highway system, the resignation of President Richard Nixon whose greatest crime was defending his friends of whom only one served time and later became a television personality. The congress has remained stedfast in its duties (building bridges to nowhere, critizing the president and accomplishing little). Harry Truman's campaign was "Give me a congress I can work with".
