With the continuing saga of the "Tow-Gate" being publicized, my notion of corruption in the Board of Police Commissioners have been exemplified.
1. When the Board of Police Commissioners asked a "private" law firm to investigate the towing contract of S & H Towing with the Poiice Department, I was concerned about the veracity of such an "investigation" since the "private" law firm is not a law-enforcement agency and is not answerable to the public. They are answerable to their "client" (AKA, the Police Board of Commissioners).
2. When the Board of Police Commissioners voted to give former Chief Joe Mokwa a "sweetheart deal" of $100,000 severance package that included free legal services at his retiremen, I wondered if the "package" was "hush-money" to keep him quiet about the fiasco.
3. When FOX2 publicized the loss of the gentleman from Memphis Tennessee "lost" his 2005 Ford Escape due to "forfeiture" and "abandoned" property while he was detained in jail for about 1 month, even without being indicted by the Circuit Attorney's Office, completed the examples of such corruption.
Lauds to FOX2 to dig for the paperwork that indicated the "smoking gun" of the St. Louis Metropolitan Police Department-Board of Police Commissioners in the preceived "forfeiture" of the gentleman's vehicle.
I hope that there will be a "kind-hearted" lawyer somewhere in St. Louis that would take on the gentleman's case against the SLMPD Board of Police Commissioner to get back his vehicle so he can return home!!!
I hope fomer Chief Mokwa will use his "free'" legal services to make a deal with the US Attorney's Office (immunity) so he can disclose the corruption that is evident with the Board of Police Commissioners.
I hope (Circuit Attorney) Jennifer Joyce is nervous about the corruption of the SLMPD in relation to her criminal cases (a "good" defense attorney may want to consider judicial review of all criminal cases investigated by the SLMPD).
This situation is the prime example of why the SLMPD should be runned by City Hall, not Jefferson City!!!!

I would like to know what law permits law enforcement to issue traffic tickets based on a fuzzy picture of a license plate cross referenced with a motor vehicle registration database. If the crime is not personally observed by a law enforcemnet officer, how can it be enforced? The main problem here is that the registered owner (RO) of the vehicle gets the ticket, even if they were not operating the vehicle at the time the alledged offense occured. This puts the RO of the vehicle in an extremely awkward and unfair position. It falls on them to determine who was operating the vehicle, and then, either rat them out or make them pay the fine, while the RO incurs the points on their license. It's as if the RO is guilty until proven innocent. This has to be a violation of our rights. Are we not to be assumed innocent until proven guilty? On what legal grounds can they do this? Cameras are fine, as long as they are monitored by an officer, an officer who can testify in court about what he saw.

When it’s least expected, you’re elected. The cops have no obligation to protect YOU as an individual. As is evident in cases such as the Metrolink station assaults and robberies, Police were unable to protect those citizens from the evil of society. You, and only you, will be in a position to protect yourself and your family, should the scum of Saint Louis decide to make you and your loved ones a target. Yes, they had cameras. A lot of good that does during the crime if there isn’t an armed guard monitoring those cameras ready to step out of his "guard shack" to deal with the hoodlums. They may be good after the fact for identification of the perpetrators. OK – well that’s little consolation to a murder victim and his family. And with this type of gang violence, the death of innocents is inevitable.
Gun control advocates believe you should be sheep. So what if a few sheep are lost to the wolves? The wolves will always have sharp teeth, while the sheep have nothing but one or two sheep dogs that will not be there in time to help when the wolf attacks. No, the wolf isn’t stupid enough to attack when the sheep dog is nearby. As for these platform punks, they better take heed, or they may find themselves in a Death Wish sequel. I won’t be a victim. And I would much rather be judged by twelve, than carried by six.

This is becoming a serious problem and a eye sore to the city of St. Louis.
It can be easily stopped if whenever you see someone or groups of people tearing down and cleaning the bricks call the city to see if a permit was issued for this address and if not ,call the police. If it is on a weekend just call the police and they can check out if they have a permit to tear down the property. Most workers at the location cleaning the bricks and stacking them on the pallets are not aware they are in the middle of a stolen brick ring that seems to be spreading fast in the area. They are hired, to tear down and/or clean them and stack them on the pallets. They believe that they are working for a contractor that has the permit to tear down. Since they may or may not even see or meet the contractor even on paydays they go by what they are told by the person in charge at the site keeping count of pallets completed. I think they receive approx $20 -$25 for each pallet of bricks they stack. Then the actual person or persons that is responsible for the theft comes around once or twice a week to pay the workers off. Wednesdays and Fridays is a common payday.
I know this because I know people that have done brick cleaning not knowing they were stealing them for someone else. They get paid little money, work very long hours, take a chance of getting hurt not to even touch on the fact that many of these old houses have asbestos issues. I have, in the past, seen children working with their parents doing this work also.
Who's to blame? The workers that are tearing down and cleaning the bricks? I think not! They are trying to put food on the table for their families.
Find out who they are actually working for and then you will find your answers on how to stop brick stealing in St. Louis.

I do not believe that the mayor has a chance, when it comes to the coverage it’s getting from fox2. There is a very fine line between reporting the fact, and developing stories and slander. I truly
Believe that the news media has brought just as much shame and embarrassment to the city of Detroit, by the type of coverage they are projecting about the mayor. Detroit was a dying city before before Kwame.
The actions of the news and city council, I really believe need to be examined. An unprofessional mob is running a rampage in the city of Detroit, and I do not believe the mayor is the only one a fault. .Let the courts do their job. Stop the hate and hatred. THE PRESIDENT, BILL CLINTON DIDN’T REIGN….Why should KWAME??Sometimes the harder you push the stronger one will stand. If you look for dirt, it is never hard to find. Fox 2 found dirt on their own lead newscaster. I have not heard anything else about that. No camera is at her mother’s house or any other relative of Mrs. Stinger, remember her????Fox2. He who is without sin.
But then again why don’t we just make everyone who has made a mistake or that is not popular or not liked resign and run him or her out of town. Stop the we hate the mayor campaign, what goes around comes around. Can’t we all just get along?

Okay, it's time to put at least two officers with their dogs at each of these trouble spots. But have the officers in plain clothes and at separate areas of the stations. Not every canine officer's partner is a German shepherd, but every dog has the same kind of teeth.
These kids being able to hit two stations in the same evening is an absolute disgrace. But if they're juveniles, they'll get what amounts to a slap on the wrist and no mark on their records. Sometimes the whole "juvenile" designation is a travesty. They wanna act like some kind of tough adult, then let the punishment fit. A butt-whipping would get their attention first, then give them something to do that'll take the edge off all that energy they seem to have in too great a quantity. If any of my kids had ever been involved in such activity when they were teenagers, my sentiment would've been, "You stepped in it this time. No punishment I could give will be bad enough, but you'll get it, anyway, on top of what the law hands down."
This isn't harmless kid stuff. One of these nights, this group is gonna tangle with the wrong person or people, i.e., someone legally carrying a concealed weapon. Somebody will get seriously hurt, maybe killed. You go looking for trouble, even under the name of "just having fun," you're gonna find more than you ever bargained for. It's stupid behavior that could lead to a waste of life.

To help curtail gang thuggery, beatings and robberies at the Delmar and Forest Park Metrolink stations, KMOX radio breathlessly reports, police may now 'call in air support,' or use a police helicopter. Wow, really? St. Louis seems to be experiencing a serious disconnect from reality lately. First, the news media reported, equally breathlessly, SLPD's plan to use microphones to identify the locations of gunshots in some neighborhoods.
Really? How about stop pulling these great sounding stunts, and get serious about combating crime instead. Because 'air support' and microphones mean absolutely NOTHING if real cops are not on the ground going after the criminals. Think about it -- these are essentially after the fact fancy sounding techniques that may hide inattention to the real task at hand, and do very little to ensure the safety of St. Louisians.
Anyone who has recently been in the Delmar Loop or on Metrolink likely has seen evidence of these problems being mentioned on the news. How difficult is to put an armed police officer -- not a security guard with a walkie/talkie -- or two at these metrolink stations -- and on the trains -- with instructions to do the job of protecting innocent residents? Personally, I am all for a little efficient billy-clubbing when the occasion calls for it.
And, then, police might not have to call in 'air support.'
And during a stop yesterday at the Forest Park metrolink, the only person providing security that I observed was a completely unarmed -- not even a stick or club -- private guard.
Reports I've heard say one of the young men beaten up last week has a damaged eye socket and blurred vision (in contrast to Kmox reporting yesterday the victim had a gash on his forehead).
Of course, large groups of people cannot perhaps be stopped before the fact. But certainly police can be made available and ready for such a possibility.

If you are surprised by anything going on in St. Louis right now, pick up a Bible-it's all been forcasted a long time ago. I had and have mixed feeling about these hooligans because I was once a teenager, but I had what I see now as a high level of respect for adults and people period. Then there's the other side, I was taught to. I remember being mad one day I was on the Metro because I witnessed a guy get robbed. I was standing there with several other men and we didn't do anything (the kid had a gun). I felt powerless and pissed because it was so braven and it could have been me. I find myself thinking about how some of the youths don't have any structure, love, respect, or discipline in their lives and I at times feel for their past. All that is out the window once it becomes violent and I don't want to be a footnote in some wanna be's jail talk. Some are Lost, most have chosen to be evil. It's all funny until somebody goes all Bernard Goetz on them, then they want to be kids again. If you ride Metro-pack heat-because the criminals do.

Gov. Blagojevichs` decision to start using cameras to catch speeders on the states interstates to raise money for more police is not necessary. By using the patrol officers that have been freed up from their normal enforcement duties would suffice. It was also reported, only those excessively speeding would be ticketed would soon be lowered to anyone exceeding the posted speed limit once everyone slowed enough to the point not enough money was coming in to support the new task force.

I was upset with Mr. Gadson calling these thugs youngsters. This is the new thing in bulling. My daughter said there was 30 or more kids going down the street of her subdivision at 3 in the morning yelling and cursing and throwing things. At our pool there was a incident where 20 kids came in an started fighting and beating up some girls. I think people need to be pro active and stop this before it gets out of hand. The police never let our kids run the streets like this our even gather in groups and I know when we were younger the police came out in force everytime we grouped togerther so what is the problem now. These aren't kids just hanging out they are looking for trouble. In the 20s the Goverment started a task force to combat the gangsters. I think it is time that we look for a new Elliot Ness and put a stop to these gangs.

At least two women who have protested being evicted from their homes ahead of the Olympics were rounded up and taken to a police station, amid ramped up efforts Thursday by activists to use the games to spotlight their causes.
Zhang Wei and Ma Xiulan, who have been vocal about the pain of losing their family compounds near Tiananmen Square to make way for Olympic construction, were taken from their homes late Wednesday and early Thursday morning, according to Ma.
The efforts are part of stringent security measures for the games by Chinese communist authorities determined that the Olympics should be an international showcase for the country.
With the world's eyes turned on Beijing in anticipation of the games, which start Friday, activists have stepped up their protests to publicize their causes.

Mailman Campaigns for Right to Wear Postal Kilt
SEATTLE, Washington (AP) -- A 6-foot-tall, 250-pound letter carrier is campaigning for the right to take off his pants. Dean Peterson wants the U.S. Postal Service to add kilts as a uniform option for men.
From left, Paul Lunde, Al Floyd, Debbie Dixon, David Gorden and Dean Peterson model prototype kilt uniforms.
The idea was soundly defeated in July at a convention of his union, the 220,000-member National Letter Carriers' Association, so Peterson knows convincing management will be an uphill struggle, but at least he'll be comfortable in his kilt, or Male Unbifurcated Garment.
"In one word, it's comfort," he said.
With his build, Peterson said, his thighs fill slacks to capacity, causing chafing and scarring.
Peterson, 48, has Finnish and Norwegian ancestry but not Scottish. He began wearing kilts a couple years ago when his wife brought one back from a trip to Scotland. (A spokeswoman for Britain's Royal Mail said kilts are not allowed as part of its letter carrier uniforms.)

BAGHDAD -- Iraq and the U.S. are near an agreement on all American combat troops leaving Iraq by October 2010, with the last soldiers out three years after that, two Iraqi officials told The Associated Press on Thursday. U.S. officials, however, insisted no dates had been agreed.
The proposed agreement calls for Americans to hand over parts of Baghdad's Green Zone -- where the U.S. Embassy is located -- to the Iraqis by the end of 2008. It would also remove U.S. forces from Iraqi cities by June 30, 2009, according to the two senior officials, both close to Iraqi Prime Minister Nouri al-Maliki and familiar with the negotiations.
The officials, who spoke separately on condition of anonymity because the talks are ongoing, said all U.S. combat troops would leave Iraq by October 2010, with the remaining support personnel gone "around 2013." The schedule could be amended if both sides agree -- a face-saving escape clause that would extend the presence of U.S. forces if security conditions warrant it.
U.S. acceptance -- even tentatively -- of a specific timeline would represent a dramatic reversal of American policy in place since the war began in March 2003.
Both Iraqi and American officials agreed that the deal is not final and that a major unresolved issue is the U.S. demand for immunity for U.S. soldiers from prosecution under Iraqi law.
Throughout the conflict, President Bush steadfastly refused to accept any timetable for bringing U.S. troops home. Last month, however, Bush and al-Maliki agreed to set a "general time horizon" for ending the U.S. mission.
Bush's shift to a timeline was seen as a move to speed agreement on a security pact governing the U.S. military presence in Iraq after the U.N. mandate expires at the end of the year.
Iraq's Shiite-led government has been holding firm for some sort of withdrawal schedule -- a move the Iraqis said was essential to win parliamentary approval.
The U.S. Embassy in Baghdad declined to comment on details of the talks. Embassy spokeswoman Mirembe Nangtongo said the negotiations were taking place "in a constructive spirit" based on respect for Iraqi sovereignty.
In Washington, U.S. officials acknowledged that some progress has been made on the timelines for troop withdrawals but that the immunity issue remained a huge problem. One senior U.S. official close to the discussion said no dates have been agreed upon.
They spoke on condition of anonymity because the negotiations have not been finished.
But the Iraqis insisted the dates had been settled preliminarily between the two sides, although they acknowledged that nothing is final until the entire negotiations have been completed.
One Iraqi official said persuading the Americans to accept a timetable was a "key achievement" of the talks and that the government would seek parliamentary ratification as soon as the deal is signed.
But differences over immunity could scuttle the whole deal, the Iraqis said. One of the officials described immunity as a "minefield" and said each side was sticking by its position.
One official said U.S. negotiator David Satterfield told him that immunity for soldiers was a "red line" for the United States. The official said he replied that issue was "a red line for us too."
The official said the Iraqis were willing to grant immunity for actions committed on American bases and during combat operations -- but not a blanket exemption from Iraqi law.
The Iraqis also want American forces hand over any Iraqi they detain. The U.S. insists that detainees must be "ready" for handover, which the Iraqi officials assume means the Americans want to interrogate them first.
As the talks drag on, American officials said the Bush administration is losing patience with the Iraqis over the negotiations, which both sides had hoped to wrap up by the end of July.
Secretary of State Condoleezza Rice and al-Maliki had a long and "very difficult" phone conversation about the situation on Wednesday during which she pressed the Iraqi leader for more flexibility particularly on immunity, one U.S. senior official said.
"The sovereignty issue is very big for the Iraqis and we understand that. But we are losing patience," the official said. "The process needs to get moving and get moving quickly."
The official could not say how long the call lasted but said it was "not brief" and "tense at times."
In London, Britain's defense ministry said it is also in talks with Iraq's government over the role of British troops after the U.N. mandate runs out. Prime Minister Gordon Brown recently said that early next year Britain will reduce its troops in Iraq, now at about 4,100, and that Britain's role in the country will change fundamentally.
Iraq's position in the U.S. talks hardened after a series of Iraqi military successes against Shiite and Sunni extremists in Basra, Baghdad, Mosul and other major cities and after the rise in world oil prices flooded the country with petrodollars.
As the government's confidence rose, Iraqi officials believed they were in a strong negotiating position -- especially with the presumptive Democratic presidential nominee, Sen. Barack Obama, pledging to remove all combat forces within his first 16 months in office if security conditions allow.
Standing firm against the Americans also enhances al-Maliki's nationalist credentials, enabling him to appeal for support from Iraqis long opposed to the U.S. presence.
On Thursday, a spokesman for Muqtada al-Sadr said the Shiite cleric will call on his fighters to maintain a cease-fire against American troops -- but may lift the order if the security agreement fails to contain a timetable for a U.S. withdrawal.
The statement by Sheik Salah al-Obeidi came as al-Sadr planned to spell out details of a formula to reorganize his Mahdi Army militia by separating it into an unarmed cultural organization and elite fighting cells.
The announcement is expected during weekly Islamic prayer services on Friday.
"This move is meant to offer an incentive for the foreign forces to withdraw," al-Obeidi said. "The special cells of fighters will not strike against foreign forces until the situation becomes clear vis-a-vis the Iraq-U.S. agreement on the presence of American forces here."
Several cease-fires by al-Sadr have been key to a sharp decline in violence over the past year. But American officials still consider his militiamen a threat and have backed the Iraqi military in operations to try to oust them from their power bases in Baghdad and elsewhere in Iraq.
