It was strange for me getting my vehicle emissions tested the other day. As many of you know our You Paid For It reports helped push the legislature and governor to change the program as of September 07 the testing stations will be out of business. So you can imagine the reaction of people at an emissions station when I showed up to get my car tested. I confessed I felt somewhat uneasy as I went through the process that many of you have to go through, but I was relieved when my vehicle passed. What kind of experiences have you had with this program?

I've always gotten in and out in a reasonable amount of time. I've never failed an emissions test, so for the most part, it hasn't been too much of a hassle.

However, I do have a problem with private business conducting the safety inspections. It always seems you need a wiper blade or two that they just happen to have in stock. I think that's where the real scam is...

We bought an older vehicle that was in excellent condition, low miles, etc. We took it to the dealer and had the injectors cleaned and some other maintenance to assure the car would pass the emissions inspection. Total cost $700.00. We then proceeded to the emissions facility and the car did NOT pass. We were devastated. We showed the inspector our $700.00 bill that we had incurred at the Buick dealer, but he said that was not acceptable because the dealer was NOT on the their list of approved mechanic shops. We were shocked. The dealer wasn't an acceptable mechanic shop? We took the car to one of the mechanic shops on their "approved" list and they could not find anything wrong with the car after a diagnostics test. NOTHING! Took the car back to the emissions inspectors and they still wouldn't pass the car. The car never passed! Thank you Elliott for all of your hard work to change the emissions program. I just wish it went into effect this year instead of 2007!

Granny the mistake you made was taking it to your mechanic.
The way they have it set up, you must go to THEIR approved list of mechanics ( I smell kickbacks )then spend X amount of money ( based on the age of your car )then it will pass even if it smokes like a chimney.

I had an old pickup which really smoked. I knew it needed a valve job but they told me if I spent $250 trying to fix it, they would have to pass it by waver. You cannot count mechanic cost unless you use THEIR mechanics. I bought $250 in parts, put them on myself. Then I took it back up, showed them the reciepts , They checked to make sure the parts where installed then put the sticker on the window. I smoke away.
It's all a scam, They don't care about clean air, just MONEY.

I had no idea the emissions tests were ending. I'm glad though! My next emissions test would have been October 2007. THANKS!

I too wish it would have closed several years ago as it is (& has been) a big scam.

Well, as a former employee of the infamous GCAP, I will say I do not mind seeing the emissions testing put to an end for the current company. But let me say one thing, if you thought the program under GCAP and DNR was a scam, you ain't seen nothing yet. Think about this, you now are going to have your vehicle emissions test performed at a mechanical shop of your choice. Which means if they "find" that your car will not pass the test, hmmmmm, who do you think will be making the money on the repairs? Hmmmm? At least with the former program, you had a unbiased company performing the test. The mechanics listed in "thier" books were certified through THE STATE OF MISSOURI, not the program. Who got the kickbacks? Think about it. Also, testing of 1996 and newer vehicles does NOTHING for us. The most polluting vehicles aren't even subjected to testing. Now where is the scam? Before jumping up and down and celebrtating about the "new" emissions testing laws, consider the consequences.

CUBFAN, just how many vehicles that are older than 1996 do you see still on the road compared to the 1996 and newer models? I would say, not many and they are getting fewer every year! Yes, I have several vehicles that fit this category and I keep them in tune and in working order. It just bugged me to have the testing facility tell me that my car will fail before they even started the test! Once they tested it and did not get the readings that THEY wanted (it was producing numbers better than new American cars do) they ran the test two more times! The numbers did not change! This was on the 1986 505 Peugeot Turbo SW that THEY stated would not pass. I guess that since it was not a Chevy or Ford SUV/Truck it was supposed to fail!

As for a testing shop of my choice, I have (and many others as well) a shop that I go to that knows my vehicle inside and out and has never charged me for something that it did not need. Yes, there are a few shops (and I know a few of them) that will scam their customers as did some of the shops on the list that the current GCAP & DNR recommends. So what's your point? People will get wise to these places and then by word of mouth they will start to feel the crunch.

My point is this: all this complaining is useless. And you shouldn't complain about something you haven't researched. I would like to know who everybody thinks THEY are? Are you talking about the machines? Seriously. And as for your Puegot, if the readings were too low, it would seem to me that there may have been an exhaust leak of some kind. Is that why THEY told you before testing your car 3 times? (just wondering)
As for the crooked shops, so isn't it the same end result?
Sure there are fewer older model cars on the roads, but unfortunately, the number of those are not tuned and well maintained as you indicated your vehicles are. Congrats, and thanx for doing your part to keep our air cleaner.
Let's think about the ones that are not though. These can be polluting far more than you might think. They should not be exempted, I don't think that is fair to the owners of the newer cars.
Just one more thought: decentralized testing that was done in STL county prior to 2000 had a fraud rate of approximately 80%.

CUBFAN, they told me that my Peugeot would fail before they even saw the car and no it did not have an exhaust leak! It was reading what a new Peugeot was supposed to read not what an 18yr old car would because I keep my vehicles in top shape. If something is not right I spend the time and dollars to make it right. What I was trying to say was that most of these testing facilities are biased against vehicles that are not the norm like Chevys, Fords, BMWs or MBs!

I am a religious watcher of the 9pm news broadcast and I have not seen you lately. I totally enjoy your "You Paid For It" reports. I know as a reporter that you must remain neutral in fron of the camera, but are there are some that you enjoy reporting on than others?

I bought a slick 96 Ford Probe GT for my daughter. Failed the emmisions test because the engine light was on. Had to spend 850.00 at my local Ford Dealership just to get a waver. The vehicle still has it's engine light on. It cost me 900.00 just to get lic. plates. The only real winner is Ford Service.
